On the June 5 ballot, residents of Elizabeth City will vote whether they approve of using public funds for a new downtown hotel and convention center. Usually this would be a normal situation, but because an ordinance prohibiting any public funding for a hotel and convention center was passed, the decision to place this is issue on the ballet has stirred controversy.
